It will tell you that 'terminal' wants to monitor keystrokes and you need to add it. Not sure why it works when you add terminal but not when you add openemu itself. I did it once and it permanently fixed it. I got the idea off of thebastardjakesnow on the thread that the developer mod linked already in this thread.
I also had to delete the previos permission and re-add it manually and that seemed to worked fine. Try adding the OpenEmu executable to the 'Input Monitoring' permissions by dragging the file into the list.
Now when I open the app I can get my keyboard working. Yeah, I got to this step, it just seems like the most sketchy permission you could ever give an app, to monitor all keystrokes? Is it safe to give it that permission? It really should be safe but I get what you mean. Yeah thats why it was concerned is it said the permission was for keyboard input even while using other apps. This is due to new security rules in macOS Catalina Scroll down on the left to Input Monitoring. If needed, click on the lock icon in the bottom left corner, and enter your password.
Check the box next to OpenEmu. If keyboard input is still not working after granting access, toggle it off and then on again to see if that resolves the problem. OpenEmu responds to both keyboard and gamepad input at the same time. So you are able to press a keyboard button and use that even while a gamepad is plugged in. The "Input:" drop down menu in Controls Preferences is only for mapping controls, not selecting which device is "in use" during gameplay. Toggle the setting again, restart your machine and make sure you don't have a situation noted in the input troubleshooting guide that could cause a problem.
On my Mac it says that this permission will "Allow [openEmu] to monitor input from your keyboard even while using other apps". Why does openEmu need such liberal access to my inputs? Why can't it just be content to monitor the keyboard iff I'm using it like just about every other app on my computer? MagnusBrzenk If I understand it correctly, since OpenEmu is using the keyboard in an unconventional way ie not to write text, and to read the keyboard when not in focusthe app needs more direct access to the keyboard than higher-level macOS APIs normally provide.

I've done this and it's still not recognising my keyboard inputs. Openemu isn't even showing up under input monitoring for me.
Hope the next update can get it back in working order for me! I think these have been the main problems since Catalina's first beta, so I guess we just have to wait until the devs release an update like we did for Mojave last year.

For me it didnt work by checking open emu in keyboard input security settings and I dont know where to find the "openemuhelper" file they talked about earlier in this thread.
